Rate Study & Recent Rate Changes

The Board of Commissioners retained Raftelis Financial Consultants, Inc. (Raftelis) to conduct a comprehensive water and wastewater revenue sufficiency study on behalf of the District. The purpose of the study was to evaluate the District’s current rates and determine any necessary adjustments to ensure sufficient revenue to cover annual operating, maintenance, and repair costs.

Following a rate study workshop on August 18, 2025, and a public hearing on August 20, 2025, the Board adopted a 5.5% rate increase, effective October 1, 2025, for Fiscal Years 2026 through 2028. No changes were made to miscellaneous charges during this review.

This rate adjustment is essential to maintain the financial health of the District and to continue providing reliable service to the Immokalee community. The full resolution detailing the rate change can be found below.

The Board employs a 3-year re-analysis strategy to evaluate changing economic, financial, and regulatory conditions.

*Water allowance by usage tier increases as EDUs increase per meter size (see Exhibit B). Multi-Family usage allowance reduced from 10,000 monthly gallons per unit to 8,000 monthly gallons per unit or 0.8 EDUs.
