CDBG-DR WRF Hardening Project
Project Overview
The District has been awarded Community Development Block Grant – Disaster Recovery (CDBG-DR) funding from the State of Florida in the amount of $10,823,000.00 to implement the Wastewater Reclamation Facility (WRF) Hardening Project.
This project will strengthen and improve the resilience of our existing wastewater treatment infrastructure through:
- Construction of a new, modernized headworks facility
- Process and piping modifications to Headworks #1 and #2
- Construction of a new 5-million-gallon equalization (EQ) basin
These improvements will:
- Balance influent flows during peak conditions
- Increase hydraulic capacity
- Reduce risk of sanitary sewer overflows (SSOs)
- Improve system performance during hurricanes and extreme rainfall events
Project Purpose & Need
During Hurricane Milton, prolonged and intense rainfall caused excessive inflow and infiltration (I&I), overwhelming the WRF headworks and resulting in seven sanitary sewer overflows in residential areas. This project addresses those vulnerabilities by:
- Providing surge storage during storm events
- Protecting public health and the environment
- Reducing impacts to wetlands and surface waters
- Ensuring compliance with Florida Department of Environmental Protection (FDEP) permit requirements
Project Implementation
The project will be implemented through a combination of District staff and competitively procured professional services, including:
- Grant Administration and Environmental Review (ERR) Services
- Engineering Services
- Construction Contractor(s)
Construction will begin after:
- Final design is completed
- Environmental Review is cleared
- Authority to Use Grant Funds is issued
- Procurement requirements are fulfilled
