Clay Sewer Pipe Lining Project
Notice is hereby given, that The Immokalee Water and Sewer District (“District”) is seeking bids to upgrade clay sewer gravity pipe and sewer service laterals with a cured-in-place pipe lining (CIPP) methodology, located at 1800 Farm Worker Way, Immokalee, Florida, 34142. Funding for this project is provided by the Collier County Division of Community and Human Services and the Department of Housing and Urban Development (HUD) using Community Development Block Grant (CDBG) funds. Federal Regulations during construction will be enforced, including Davis Bacon and Related Acts for wage rates.
A copy of the solicitation packet is available for downloading from the District’s website at www.immokaleewatersewer.com for no charge beginning on February 5, 2025. Copies may also be obtained by visiting DemandStar at www.DemandStar.com. All prospective bidders are prohibited from contacting any member of the District Board of Commissioners or District employees except as provided below. All questions must be directed via email to ArmandoReyes@immokaleewatersewer.com using “Question re: ITB # FY2025-02 Clay Sewer Pipe Lining Project” as the subject line. The deadline for submitting all questions is 4:00 P.M. on February 20, 2025.
A mandatory pre-bid meeting will be held on February 13, 2025, at 1:00 P.M. at the Immokalee Water and Sewer District Boardroom at 1020 Sanitation Roads, Immokalee, FL 34142. A site visit will follow the meeting. Bidders must attend this meeting to qualify to submit a bid.
All sealed bids must be received no later than March 6, 2025, at 10:00 A.M. The District will open all sealed bids at a public meeting immediately following the submission deadline on March 6, 2025, at 10:05 A.M. The meeting will be held at the Immokalee Water and Sewer District Board Room located at 1020 Sanitation Road, Immokalee, FL 34142.
The work to be performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C.1701u (section.) An award shall be based on the lowest responsive bid offer with preference given to qualified Section 3 Business Concerns in accordance with Collier County’s Purchasing Department’s “right to match” guidelines. This agreement is for services related to a project that is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (“IIJA”), Pub. L. 177-58.
All applicable laws, ordinances, and the rules and regulations of all authorities having jurisdiction over construction of this project shall apply to the project throughout.
Immokalee Water and Sewer complies with the Fair Housing Act (42 U.S.C. 3600, et seq) and County Fair Housing Ordinance 92-9.
The District reserves the right to withdraw and cancel this solicitation at any time, without liability to any respondent or prospective respondent.
